Tsukamoto Seihô was born in Tokyo and became the adopted son of Mochizuki Kimpô (1846-1915), who was born in Osaka but moved to Tokyo in 1890 to establish a career. He became a pupil of Takeuchi Seihô (1864-1942) & Yamamoto Shunkyo (1871-1933). He showed at the Bunten.
